The Joker is a tricky guy who loves jokes and has a weird sense of humor. The Joker kills many people and has two scars along his mouth, on each side. Batman and Joker battle throughout the movie.
3 Which actor portrayed a public official accused of not doing enough to control crime in the city?
Answer: Nestor Carbonell

Carbonell portrayed Mayor Anthony Garcia. Garcia was criticized by the media and several citizens of Gotham City for not doing enough to keep the city safe and allowing Batman to catch the criminals. One night, Commissioner Gordon found Garcia's obituary in the newspaper and noted that The Joker planned on killing him the following day at Commissioner Loeb's funeral (The Joker laced Loeb's glass with acid). On the day of the funeral, The Joker and his henchmen (several people he broke out of Arkham Asylum) kidnapped several Gotham City police officers and tied them up in a building. Batman figured out their location and went there. When he got to the window, the shade rolled up and the men protecting Mayor Garcia were distracted, thus giving The Joker and his men a clear shot at killing Garcia. Gordon realized this and ran to get Garcia out of the way. The Joker fired his shot and hit Gordon instead. Garcia survived but Gordon "died". It was revealed, about a half hour later, that Gordon had actually lived. Carbonell, a New York City native, can be seen in films like "The Lost City", "Manhood", "Jack the Dog" and also on several episodes of the TV show, "Lost".

The first indication we get that this is not a regular bank comes from the clown monitoring the silent alarm. Just before he is killed, by an accomplice, he comments that the call he interrupts has not been made to the police. Later the bank manager, before being shot, confronts the clowns and asks them if they know who they are robbing. Afterwards we learn, through various conversations, that the bank is indeed owned by the mob, so reprisals are expected to be harsh.

Bruce Wayne is Batman, but no one in the public knows or finds out, in this movie. Many people, however, do know who he is; like Rachel Dawes, Lucius Fox, and his butler Alfred. Bruce wants to save Gotham, but has many doubts throughout the movie. When he tries to save people, they hate him and when he doesn't save people, they hate him.
9 Who played the police detective that Harvey Dent blamed for Rachel's death?

Curnen played Detective Anna Ramirez of The Gotham City Police Department. Ramirez's role did not become crucial in the film until later on when Harvey Dent transformed into Two Face. At one point, Dent claimed to be Batman and was taken into police custody and transported to the city jail. Dent did this so that The Joker would go after him and then the real Batman would have the opportunity to take down The Joker. Eventually, The Joker was caught and this was where we saw Jim Gordon alive and back from the dead. Dent got into a police car but, instead of being taken home, he was taken to an old warehouse, bound to a chair surrounded by oil cans. Around that same time, Rachel was taken to a safe location by men supervised by Detective Ramirez, but they took her to another warehouse, bound her to a chair and she was also surrounded by oil cans. Rachel died when a bomb went off but Dent survived, however his face was badly burned and he became Two Face. Dent was taken to the hospital and restrained to his hospital bed. The Joker came, freed him, and he confronted Salvatore Maroni about finding out which officer was responsible for getting Rachel to the warehouse. He told him it was Ramirez. When Dent confronted Ramirez on this, she claimed that some men (presumably The Joker's) blackmailed her into doing this with information on hospital bills. Dent told her to call Gordon's wife and tell her to go to where Rachel died and that her husband, Jim (at this time, Jim was promoted to Police Commissioner), would be there any second. We last saw Ramirez punched in the face by Dent. Curnen's acting credits include guest spots on the TV series "ER", "House M.D.", "Day Break", "Dexter", and "Without a Trace". You can also catch her in the film, "Kate and Leopold".

Rachel Dawes was played by the lovely Maggie Gyllenhaal. Maggie also had parts in "Riding in Cars with Boys", "40 Days and 40 Nights", and "Stranger Than Fiction".

When Lau flees, Bruce sends Lucius Fox to Hong Kong to tell Lau that the deal is off. Later that night Batman apprehends Lau and flies him back to Gotham City, where he is left, trussed up, outside of the police station. Lau's fate is not a pretty one, as the Joker burns him alive, on top of a large pile of money.
Lau is played by Chin Han and Lucius Fox is played by Morgan Freeman. Batman is played by Christian Bale.

Answer: He tells one person his father gave them to him, but later tells Rachel that his wife got cut up and he wanted her to feel normal, so he cut his mouth.

It is unknown which of these two stories is true. He finds it fun to tell people different stories. When the end of the film is nearing, the Joker says to Batman, "Do you want to know how I got these scars?", but he never finishes the rest of the story.

Harvey might have proposed to Rachel (as he did later in the movie before Bruce Wayne knocked him out at the fundraiser) if Bruce and his date hadn't shown up! Rachel Dawes (Maggie Gyllenhaal) and Harvey ended up being joined by Bruce Wayne and his date (the Prima Donna from the Russian Ballet). This scene included a small conversation on why Batman did what he did. Dent stood up for Batman saying "He doesn't want to do this forever, how could he?" Bruce Wayne (Christian Bale) joked about "someone dressing up like a bat must have serious mental problems".

A couple of his film credits include roles in "Chunky Monkey" and "The Criminal".

Personally this is one of my favorite monologues in the movie. Especially when the Joker says "They're only as good as the world allows them to be." It points out a sad truth, in a very calm and distinguished way.
