Answer: 1963

The OAU was established in 1963, and was instrumental in the ending of Portuguese colonal rule, as well as the ending of apartheid rule in South Africa. However, the OAU had weak political economic leadership, failed to end civil wars in Somalia, Sudan, Rwanda, and Sierra Leone. As a result, the OAU was replaced by the African Union in 2002.
