Lobert Draw Ridge Horde hibernates in a railway tunnel just south of the Pilette Bridge NERO checkpoint. Given enough ammo, a player can eliminate the horde at night from the bridge, while it is searching for food in the river. For some reason, the horde can be shot at and won't put up any resistance as long as the player stays far enough.

There is a vantage point on a hill, just off the bridge, which allows to do the same during day time.

As the patch on his biker cut says, it is "Enforcer", suggesting Deacon was a relatively low-ranking member of the motorcycle club. The timeline is consistent with the story he tells Ricky that he has been moving around a lot after returning from the Afghanistan war and physically couldn't have been with a club for a very long time to achieve a high ranking title as the pandemic started.
