1. The 'Roman Agent' or bringer of discord of the title is, of course, a Roman, named Tullius Détritus. Where is he when Julius Caesar sends for him originally at the beginning of the album?

Answer: in prison

He'd been sentenced to be thrown to the lions, but it didn't take. When he was put in the arena, the lions ate one another. So they put him back in prison. He really is a troublemaker.
2. The first time we see the pirates in this album, do they sink, and if so, how?

Answer: yes, the pirates sink themselves

Détritus accuses one of the pirates of having accepted a bribe, and they turn on each other, sinking their own boat in the process. "We no longer need the Gauls, boys," the pirate captain says, clinging to some flotsam. "We can make fools of ourselves just fine without them." (I qualified the question "the first time" we see them because the pirates actually sink a SECOND time in this album.

They are just off the north coast of the village when a bunch of unidentified Gaulish villagers rush out onto the beach and attack them.)

Answer: Abraracourcix's birthday

The villagers all give their chief the exact same gift every year, as evidenced by the heaps of stuffed fish, swords, sheilds and menhirs in his house. He genially affects surprise, as is expected, and gladly makes a lengthy speech of gratitude. The Troublemaker disrupts his birthday feast this year, so when the crisis is over, the village holds another one.
4. What does Détritus give Astérix to make Abraracourcix bitter and envious?

Answer: a vase embedded with precious stones

Détritus gets this vase from the centurion at his camp in residence, Aquarium. The centurion in turn got it as spoils from a campaign in Munda, but it turns out his subordinates think he has a "rather special" way of deviding booty.

Answer: psychological warfare

To Détritus, his plan of pretense and intrigue is all very clear. But the rather less clever Romans come to believe that "psychological warfare" means smashing people over the head with a great big club. The also can't remember whether they really do have the secret to the magic potion, or are just pretending.
6. Abraracourcix claims in this album that Julius Caesar offered him an honor, which he refused. What was it?

Answer: a place in the Senate at Rome

When this gets out, his shield-bearers start calling him "Senator," which he doesn't appreciate.

Answer: No

No. Détritus has the legionnaires at Aquarium line up and pretend to receive a swig of potion, but it's playacting for the benefit of Cétautomatic and Ordralfabétix, who are spying on them. The cauldron is actually filled with hot water. (This does not prevent the idiot Romans from demanding their own share, and getting into a brawl over it.)
8. When Aquarium is deserted by the Roman legionnaires (who are on the march to battle), Astérix, Obélix and Panoramix rush into the camp. What are they after?

Answer: a cauldron

They grab the cauldron that Détritus claimed was full of magic potion and ran back to the village with it. They want to show everyone that it's really only hot water.

Answer: four

All four fortified Roman camps - Aquarium, Babaorum, Laudanum and Petibonum - advance on the village from the south, east and west. they are beaten easily, of course. Since Astérix and Obélix alone can repel a whole garrison, this isn't surprising.
10. At the end, what does Astérix do to the troublemaker?

Answer: shakes his hand

The villagers accost Détritus after the "Battle of the Village." Astérix shakes his hand, returns his gift, and thanks him for being a double agent and helping the Gauls all along. This isn't true, but it enrages the Legionnaires, who then deal with Détritus.
