The base is only a refuge on an infield fly. At other times the runner must give the fielder a chance to field a ball.

In the Major League Baseball (OBR) this is not a balk, but in high school rules, it is. Runner gets second base.

Answer: Obstruction--runner gets third base

Fake tags are considered obstructions. The award is a minimum of one base from the last base attained. Since the runner had already attained second, he gets third. A fake tag also comes with a team warning, and the next person who fakes a tag is automatically ejected.

The pitcher must step toward the base.

There is no "must slide" rule in high school baseball. The only stipulation is that the runner must try to avoid contact. This play is what is commonly referred to as a "train wreck".

In high school ball, a runner can jump or hurdle a prone fielder, but he can never dive over a fielder.
