What's a "Class A" Cigarette?

As we are discovering with alarming regularity, this question has already been addressed by the indomitable Cecil of “The Straight Dope” fame. Let’s excerpt him, not only to steal his effort, but to cough up this bit of trivial cigarette effluvia:
Federal revenooers recognize two kinds of cigarettes: small cigarettes (class A), which weigh up to three pounds per thousand and are taxed at $12 per thou; and large cigarettes (class B), which weigh more than three pounds per thousand and have a tax rate of $25.20.
In short (get it?), Class A cigarettes are “normal”-sized cigarettes, while Class B (and presumably Class C and so on) are cigarettes of a size and weight no longer produced in quantity in this country.
