The director sarcastically compliments Gibbs on his interview style, and tries to get him to tell her what he is holding back. Gibbs continues to answer her questions with limited responses, but Director Shepard finally realizes why Gibbs is so emotionally involved with this case. On the way down the stairs, Abby meets Gibbs and hands him a copy of the picture she took of Gibbs and Maddie. When she asks him if Maddie was a friend of his daughter's, he flashes a smile and nods, but he's immediately re-focused on the case when DiNozzo calls to him.

I don't think that was what the question is asking. I think bowhunter950 is wondering when Gibbs and Abby meet for the first time. The instance cited above was definitely not the first time they met.
