How many US states require a front license plate on motor vehicles?

As of 2021, vehicles in 23 US states and five territories are required by law to have both front and rear registration plates. Additionally, another seven states have laws indicating a requirement for front and rear plates for most vehicles, while under certain circumstances a single plate can be issued. The states and territories that by law issue front and rear plates are:

Alaska, American Samoa, California, Colorado, Connecticut, District of Columbia, Guam, Hawaii, Idaho, Illinois, Iowa, Maine, Maryland, Minnesota, Missouri, New Hampshire, New Jersey, New York, North Dakota, Northern Mariana Islands, Oregon, Rhode Island, Texas, Utah, Vermont, Virgin Islands, Virginia, Washington

Here in California, while front plates are required, I see a lot of vehicles without one(especially the high end ones)!

In Texas, if you can register as an antique you can have only a plate on the back. Some cars don't have an easy way to put on a front plate because of styling or function and they have been given a dispensation for the front place, at least here in Texas.
