The practice (traditionally used mostly for horses and donkeys) of keeping an animal from escaping by tying two of its legs together is called hobbling. It is used when it cannot be contained by a fence, and there is no convenient way to tether it in place using a solid object such as a tree or post. There is evidence that it was used by the ancient Egyptians - but that does not mean it originated there. Such a practical solution to a common problem probably arose independently in many places.
