After the first four-way tie in 1969 (Madrid), several methods (over time) have been introduced to to break ties.link https://eurovision.tv/story/milestone-moments-1969-the-four-way-tie The methods must have been moderately successful because it wasn't until 1991 that Sweden needed a countback to win.

The rules have been slightly modified over the years since then, but...
