Why are minors not allowed to enter coffee shops in the Netherlands?

This is because coffee shops are legally able to sell cannabis, and children are not allowed to be on the premises of those that do. There is a host of regulations to be adhered, with limits on the amount sold to any one person per day and on how much can be kept in stock, to name a couple.
