Who was the driving force behind the Prohibition movement in 1920s USA?

Wayne Wheeler was the leader of the Anti-Saloon League, and it was this body that conceived the proposal that became the 18th amendment, This piece of legislation passed both chambers of the U.S. Congress in December 1917 and was ratified by the required three-quarters of the states in January 1919. Its content called not only for the prohibition of Alcohol but also directed Congress to pass enforcement legislation, which was championed by Andrew Volstead (Hose of Reps. Minnesota, republican) who was chairman of the House Judiciary Committee. He facilitated the passage of the National Prohibition Act (which became known as the Volstead Act) even though Woodrow Wilson vetoed the legislation.

The legislation was repealed in 1933 with the 21st Amendment.
