Elmsley count is a magician's sleight of hand to make it appear like the magician is counting the number of cards. The reality is the magician had set the deck before the trick even started. The Hamman Count on the other hand is a method of making it appear that the magician counted a different number of cards than they did, so more or less.
So the activity in question is deceiving viewers as to cards being counted fairly or accurately.
