According to this report, that would be Hilda Heine, who was elected President of the Marshall Islands in 2016. But more accurately, it should be reported as the first in Micronesia, a specific group of island countries, as (just to give one example) Corazon Aquino had become President of the Philippines in 1986. The Philippines was (and still is) an independent Pacific island nation.
