The music of that name is from South Africa and was written by Aaron Lerole http://www.mustrad.org.uk/articles/african.htm so I'd guess that was the right place to look for the person as well. I've also discovered it's the song for Brighton FC as well now, recorded to promote the bid for their new stadium at Falmer. But I have to admit still being unable to trace the actual person, though it has been a fascinating trip!

The Seagulls Ska CD - Tom Hark (We Want Falmer)was released early in the New Year and it was organised so that it could be pre-ordered over the weeks prior to Christmas and they were all counted as sales in the week of release. Given the slack market in early January it was calculated that only some 6000 sales were required to make the top 20 and as few as 20000 would take the song to #1. I believe it got to #17.
