I'm unable to find a U.S. President with such a degree. There's quite a bit of talk about it being Jimmy Carter, though Carter does not have a degree in nuclear physics, nor does he have a degree in physics. Carter has a B.S. from the U.S. Naval Academy. This degree, awarded in 1946, was not in physics. He took some classes in nuclear engineering and nuclear physics while in the nuclear submarine training program at Union College, but he did not receive a degree from that college.

Note on Jimmy Carter's son: John William Carter, known as Jack, was born in Portsmouth, Virginia, in 1947. He earned a degree in nuclear physics at the Georgia Institute of Technology and a law degree at the University of Georgia.

He never graduated in Nuclear Physics. He took several courses in Nuclear Engineering at the USNA (U.S. Naval Academy), but at that time, the USNA did not ever offer any specialized engineering degrees. All degrees were undesignated.
