What does "running with scissors" mean and when did it come into use?

Running with scissors is a stupid thing to do. It is also one of the things ALL parents have told their children to not do a million times. When one does it, not only are they being stupid but they are doing something they KNOW, beyond a shadow, that is stupid.

It is the blind common knowledge ignorance of what we know to be stupid and harmful.

There are also other "pop culture" meanings that I am unfamiliar with.
