A read an article in a magazine that said that in the movie, Madge could't give Katniss the pin because you can't introduce a character in that short amount of time. And I agree. But the significance of the pin, as will be later introduced, is that the pin was Madge's mother's twin sister's who died in the Hunger Games the same year that Haymitch won.
