Following withdrawals of almost all delegations from the bid process, Paris and Los Angeles were the only remaining bids for 2024. The IOC's Executive Board convened an Extraordinary Session, several days before the Lima Session, to discuss the bid processes for both 2024 and 2028.

They arranged for a simultaneous double allocation of hosting rights for both Summer Olympics editions: 2024 to Paris and 2028 to Los Angeles.
