This is the famous refrain from the song Fred sang every day as he walked through his on-stage 'living room.' The song title is "Won't You Be My Neighbor?" The final season of "Mr. Rogers' Neighborhood" aired in 2001 on PBS, where it had been aired for over 30 years. Fred Rogers passed away in February, 2003, just 2 years later, from stomach cancer.
