The word 'includes' indicates that the answer can be found within the words 'ciGAR LICence'.

'Initially' at the beginning of the clue indicates that you are looking at the first, or initial letter of each word to find the answer. In this example the initial letters of the phrase - (B)illy (L)ooked (O)n (O)ver (D)eborah - spell the answer to the straight clue of a vital fluid.
8. Tuvalu cardinal returned in part to find Bram Stoker's antagonist.

Answer: Dracula

Hidden words, both forward and backwards are fairly common in Australian cryptic crossword clues. The word 'returned' in this instance indicates that the hidden word is written backwards. The clue 'in part' indicates that not all the letters of the words 'Tuvalu cardinal' are needed.

Hence, taking the capitalised section of 'TuvALU CARDinal' we get the letters 'ALUCARD', which when reversed spell the answer 'DRACULA'.
9. Newly gilt with time to see the sun set.

Answer: Twilight

The word 'newly' signifies that you should put the letters in a new order. 'Gilt with' can be anagrammed to form the word 'twilight'.

"TWILIGHT" is the first novel of the book series written by Stephenie Meyer, dealing with the love between vampire Edward and human Bella.

The books have been adapted into the movie series "The Twilight Saga".
