Artakha and Karzahni both ruled realms named after the city's ruler. Artakha was the one who gave the Toa Nuva their adaptive tools, armor and masks. Artakha wears the Kanohi Mask of Creation. He is a designer, and Metru Nui was actually based of of Artakha's designs.

Answer: Kualus

Kulaus is one of the Rahagah. He has the ability to absorb and create lots of things out of ice. To bring Rahi to him, he uses a boomerang spinner. Kualus can speak in sky-Rahi language, and taught Nuju this language.
