Answer: Burne Thompson

Burne was portrayed as an overweight slob, but he was everyone in the newsroom's boss. He was always yelling at his staff. For most of the series he was voiced by Pat Fraley.

Answer: Lord Dregg

Lord Dregg was an alien warlord, though unlike Krang, who came from another dimension, Dregg came from space. He was introduced after Shredder and Krang were marooned in Dimension X and was the main bad guy for the last two seasons of the show.

Usagi Yojimbo was a character created by Stan Sakai in the comics. He wasn't originally a "TMNT" character, but had his own books. The character appeared in episodes of the 1987 animated series, and crossed over into the comics as well. He was portrayed by Townsend Coleman.

Stockman was another character voiced by Pat Fraley in most of his appearances. In the show he was an inventor who created the Mousers, among other contraptions. When his inventions failed to catch the turtles he was accidentally turned into a giant housefly.
