Due to its flow towards the West, the Ohio river was used by early settlers for westward expansion. It also formed the southern border of the Northwest Territory and was the dividing line between slave and free territory.

Answer: Missouri

The Missouri River flows through three state capitals, Bismarck, North Dakota; Pierre, South Dakota; and Jefferson City, Missouri. After joining the Mississippi, that same water will continue on through one more state capital (Baton Rouge, Louisiana) before ending up in the Gulf of Mexico.
