Played by Charles Cyphers, Donovan is hired by Rachel Phelps to be the GM. He has the best intentions, although he finds out she wants the Indians to finish last so she can relocate them to Miami. Anytime Charlie shows excitement, Rachel always tells him to settle down, until he finally blows a raspberry at her in the one-game playoff.
