The people outside of the city blame the coal fire as the cause of Silent Hill closing down. They also state that some people tried to escape the fire. People have died and some have disappeared, but a lot of the bodies aren't found. The road to Silent Hill is closed with a chained up gate, which we see Rose pass through to get to Silent Hill, while being pursued by Officer Cybil Bennette.
