This is because the members of the government originally came from the towns but had bad experiences and left.

They created the village to escape life in the towns. They made the villagers believe they were in the 1800's , but in fact they were in the 20th century.

After Ivy asks Kevin for the medicines, he goes to a ranger cabin and picks up the medicines she asked for. In return, Ivy gives Kevin a locket which was given to her by her father to trade.

Sadly the movie ends before we find out if Lucius survives. We see Ivy return from the woods with the medicine but we never find out if they heal Lucius.
