Where it is true that at a frisbee golf course you bring your own disc and they have permanent baskets, you can actually just go to any park or field and agree to shoot for a tree or garbage can or whatever you want.
2. If a disc lands on top of the basket it is considered a made putt?

Answer: No

In order for the putt/approach shot to be considered in the basket, it must be either fully supported by the basket or the chains. Although hard to do by getting it to rest on top of the basket itself, is unfortunately not a made putt/approach shot. You must mark your lie under the basket and complete the hole.
3. A putt to be considered an official putt via PDGA rules, you must be how close to the basket?

Answer: 30 feet

30 feet is considered an official putting distance by PDGA rules. If you are inside 30 feet, you cannot run up or follow through with your putt like you would on any other shot.
