They both interchangeably dressed up as the spirit, while the other hid in the shadows and watched over any meddlers.

Near the end of the episode, one ghost is chasing Scooby, Shaggy and Tim while another ghost chases Fred, Velma and Daphne. While Shaggy, Scooby and Tim were running from the ghost, someone was still hiding in the shadows, which isn't possible based on the explanation for the mystery given.

The casino next door and the millionaire answers were made up, but the explanation for the third incorrect answer ("There were more than two ghosts that the gang saw") is that Mr. Finster and Mr. Griffith's brother set up projectors of the ghost around the school so that it would appear the Spirit of McFain was everywhere.

Shaggy and Scooby are given the title "World's Greatest Athletes" prior to the school event at the end of the episode, but Tim also earns that name when he accidentally lights his pants on fire and breaks the same record as Shaggy and Scooby did.
