Rule number one is based on Gibbs' history as a Marine. Marines are loyal to their partners and units, hence the Marine term "semper fidelis" (always faithful). "Devil's Triangle" is an episode that involved the ex-wife of both Agent Gibbs and Agent Fornell, Diane Sterling. Her husband, Victor Sterling was abducted and Gibbs and his team did what they could to find him. Gibbs and Fornell never did truly love Diane, and she never did trust them. "Rule 69, never trust a woman who doesn't trust her man." He never trusted her, because she never trusted him.

9. According to Gibbs' rule number 27, how many ways are there to follow someone?

Answer: 2

In the episode "Jacknife," Gibbs told his team that rule number 27 was, "There are two ways to follow. The first way, they never notice you, the second way, they only notice you." The team knew this rule and quoted it with Jethro.
