Though the game features massive tanks, they are capable of jumping, flying, and firing various forms of artillery at the touch of a button. The tanks are also very small in respect to their artillery and surroundings.

Answer: Battlezone

"Battlezone" was first released in 1980 by Atari. A version of the game model itself was actually used by military trainees for target training on the Bradley Fighting vehicle.
