Even though it can be rebutted, it is reasonable to believe that anyone under 14 years of age doesn't understand the concept of right and Wrong, therefore cannot be held accountable for their actions.

There are exceptions. And an idiot is someone with an I.Q. of 24, which would make it literally impossible for that person to know the consequences of their actions.
