Günther Verheugen, a German politician, was serving as the Commissioner responsible for enlargement from 1999 till 2004, when the enlargement actually took place.

The European Council decided then to start the negotiations with the following countries: Cyprus, the Czech Republic, Estonia, Hungary, Poland and Slovenia.
