The Rhodes Scholarship is a prestigious award, enabling overseas postgraduate students to study for two years at Oxford University in the UK. Clinton was indeed a Rhodes Scholar, and the first President to have been one. However, he didn't complete his second year, returning to the US for reasons which remain the subject of speculation, including allegations that he sexually assaulted a fellow student.

While unproven, other better-documented instances of sexual misconduct mean that the allegations are unlikely to go away.
