What is the proper pronounciation for the surname Ulloa?

"Actually, default pronunciation in Castillian Spanish is to stress the the second to the last syllable. Only when the emphasis is on another syllable is an accent mark used. As the usual pronunciation of our name Ulloa is u-YO-a, no accent is needed over the o."

The "U is generally pronounced like the "oo" in "boot" or the "u" in "tune." Do not pronounced it like the "u" in "uniform.""

p.s. My parents lived on Ulloa St. in San Francisco, and they pronounced it you-low-a (an adulteration, no doubt).

The pronounciation heavily depends on the origin of the speaker. Note the difference between Colombian Spanish and Argentinian Spanish, for example:
