The French. It was adopted in 1794 (in the current design, a slightly different variant in 1790) while the Dutch one became the national flag only in 1937.
But this flag, again, derived from the older "prince flag" of the Netherlands, which was at first orange-white-blue, but later became red-white-blue. The red-white-blue version was first seen in 1596 and became the most common version during the 1600s. So I guess the Dutch flag is older than the French?
