Which song from the '60s has the lyrics 'Here I go again!' repeated over and over?

Only one I could come up with was "Here I Go Again" by the Hollies. The phrase is used frequently in the song, but not over and over.

There are several songs called "Here I Go Again", and each of them features some repetition of the title.

The Gamble/Huff song, performed by Archie Bell and the Drells, may be the best bet. It was released in 1969 and was a major UK "Northern Soul" hit in 1972.

The Hollies 1964 song, linked earlier, seems to have much less repetition of the line (although it was the first one I thought of). And there is a 1969 song with the same title by Smokey Robinson and the Miracles that appears to have almost no repetition of the line.

But there were LOTS of songs in the 60s and 70s called "Here I Go Again". Thin Lizzy did one. Even Country Joe & the Fish did one (although neither repeated the line over and over). So it's hard to be sure about the answer.
