What are the origins of the quote "The bureaucracy is expanding to meet the needs of the expanding bureaucracy"? (google results giving Oscar Wilde as the source)

I can't find any one else besides Oscar Wilde to whom the quote is attributed, and it does sound very much along the line of some of his other more well known quotes. I surmise it is his quote, until someone proves it to be otherwise.
For what it's worth, here is a link which doesn't really prove anything one way or the other, but it attributes the quote to Oscar Wilde in any case.
Bartleby's website shows no documents listing this particular quotation, which includes "Bartlett's Book of Quotations" as a source document.
Goodreads.com gives Wilde as the originator, but does not give a source for the quote,so I would have to agree with merrijig's answer-it sounds plausible to source it to Wilde.
