What does "putting one's foot on the throat of something" mean?

In English, it would mean to take someone down, either literally or figureitivly. Imagine that you were fighting someone and they shoved you to the ground. They then overpowered you, and placed their foot on your throat. You would be powerless. Therefore, the metaphor means "powerlessness."
