The distinction (or lack thereof) goes to Eddie Gaedel who at 3'7" (109 cm) is the shortest MLB player of all time.

Edward Carl Gaedel (1925-1961) made a single appearance at the plate, drawing a walk from four consecutive balls, playing for the St. Louis Browns in 1951.
