The capital of New York is Albany which was named for the Duke of Albany. I don't think any Duke of Albany ever visited Albany, New York, but even if he did, he was a European.

For Helena, the state capital of Montana, there are two existing explanations. It was either named after Helena Township in Minnesota (which was named after Helen of Troy) or St. Helena, the island where Napoleon was exiled, which was named after Helena, mother of Constantine I.
