According to Wikipedia in June of 1992, the UK started a hotline for callers to complain about traffic cones being in a place where they should not be! Sounds like the road crews were having a tough summer! I want a hotline to complain about my ice cream melting too fast or my coffee being too hot!
The "Cones Hotline", introduced by UK Prime Minister John Major in June 1992, allowed the public to enquire about roadworks and report unnecessary use of traffic cones. Widely criticised for its cost and inefficiency, by September 1995 it had received fewer than 20,000 calls. Despite this, it continued as the Highways Agency Information Line (HAIL) under the newly formed Highways Agency. In 1996, it moved to 0845 local rate numbers and in 2010 to the low-cost 0300 1235000 number, bringing it into line with geographical telephone pricing schemes and capping call charges.
