Stats on aces weren't kept before 1991 and since then don't seem to be kept per match (at least on the WTA or ATP sites), but the answer is almost certainly yes.

It's evident from the speed of serve on that surface back then that there'd be few aces.
This is just before graphite came on the scene, followed by polyester strings in the 90's etc. I'd imagine 50 years previous to these examples, with even less racket technology, there were few aces at all.
