In the literary sense, what is an "eye rhyme"?

An eye rhyme is a couple of poetic lines that look like they would rhyme but are not pronounced the same. So "love" and "move" look like they could rhyme but of course they don't. Some other examples include blood and brood, bough and cough, and skies and enemies. It is thought that some of these pairs might have rhymed at one time in history before the pronunciations changed.
