How fast was Walter Arnold of the UK traveling when he received the first known speeding ticket?

Walter was traveling a whopping 8 mph (13 km/h) in his horseless carriage.
Walter Arnold became the first British person to be fined for speeding on this day in 1896 [January 30].

This report from the London Daily News reveals that he’d been travelling at a reckless 8 mph!

It seems that the speed limit at that time was a more sedate 2 mph (3 km/h). The unfortunate Arnold faced a raft of charges, being fined for his sins.
