In Budapest on 29 April 1988.

1988: On April 29, McDonald's opens its first restaurant in Hungary, in Budapest, which is the first McDonald's in a Warsaw Pact country, behind the Iron Curtain.

1988 in Belgrade, Yugoslvia

Belgrade (in Serbia) hosted the first McDonald’s outlet in a communist country [in 1988]. Just three weeks later, an outlet opened in Budapest Hungary, which was the first outlet in a Warsaw Pact country and hence the first outlet behind the Iron Curtain.

Just to clear up any misunderstandings: Yugoslavia was NOT a member of the Warsaw Pact, as the question asked.
