When the BBC relocated, why did it move to Salford rather than a more well-known city such as Liverpool or Leeds?

A document I found said that moving to Salford was both geographic (to pull more viewers from Northwest Engalnd) but also to bring jobs to the specific area and to keep the operating costs low. The document shows a proposed savings of 151 million pounds by being in Salford, presumably over a more well known city.
