Was the movie 'Gone With the Wind' made and first released in color?

Yes it was made and released in colour in 1939. It was released again on video in the '90s and 'touched up' colourwise.

It was the first movie made entirely in color. "The Wizard of Oz" was only made partially in color, but it was released a couple months before "Gone with the Wind" in 1939.
