It's not actually a well-formed sentence though, is it?

Adequacy, for example, is not measurable. Something is either adequate or it is not. Better would be, "is as equally as effective as".

And a wink is not a spasmodic movement; that is, it is not out of control.

And visionary would be better rendered "visual", unless you're suggesting the horse is incapable of foresight rather than visual perception.
