This is not true anymore, and hasn't been the case for a number of years. City status is an honour granted by the Queen under the Royal Prerogative, acting on the advice of her Ministers. A town does not have to have a cathedral in order to achieve city status.
chelmsford is the county town of essex.it has a catherdral dating back to norman times and a university.it has tried to become a city several times recently but always losses out.
